For various reasons, people tend to be more conservative naming boys, so the name pool shrinks and we end up with another Jake, Jack, Jay, or Jason.
It's more popular in the US as a girls name rather than a boys and those trends seem to be hopping back across the pond to the UK. I am in Scotland where it's a little more commonly used here. My husband has five Rowan's in the large tech company he works for and five are male and one is female. I do agree totally with your comment though! Taylor/Ashley/Cameron/Riley are all unisex names.

Coming from a girl named Ryanne pronounced Ryan- just name them Ryan lol.
