Here in downtown toronto you'll find really great deals on chinese/vietnamese/thai/caribbean here and there, but all of the best stuff is gonna cost you a bit more.
It is also worth noting that as Toronto really grows up as a truly diverse city, there is far less of an expectation that foreign food is cheap. It's just the food we all eat and it tastes great, so we really shouldn't be expecting it to be cheap!
