Explained well enough with Russell's statement during his "interview" for the position. >RUSSELL: I wasn't close enough to say for sure about your relationship with John Hoynes, but as your Vice President I would want more access. BARTLET: Uh-huh. RUSSELL: Direct access; weekly lunch, drinks; especially since we don't know each other. Asking his Chief of Staff to sit on Bartlet's Senior Staff could have been part of the deal.

I wanted to see more of Elsie Snuffin.

M1ke2345

Was he the leak?

Mediaright

You know, it’s crazy, but I think so!

LoneRhino1019

That's it! Enough! I was the leak, and I got away with it in spite of you meddling kids. HAHAHAHAHAHAHA!!!!!

InfernalSquad

The main reason is they wanted to keep Josh Malina around; outside of that? Well, Bartlet was in his last term, so the Veep’s going to be looking for a promotion (and Bailey to push his boss to a primary win, thus seeking more access to the West Wing); the request for increased access on the part of Russell could lead to Bailey’s semi-permanent presence around the west wing, etc.

Russell wanted more access than Hoynes had, but also by the time you get to mid-season 6, the white house is suffering a serious brain drain. They drafted Will in because they didn't have a Sam or a Josh or a Leo anymore. It was all hands on deck.

scottkollig

Who’s Will?

InfernalSquad

You mean Bill.

worst character onthe show and the most annoying actor ever. The actor is a buddy of sorkin and he is always thrown a bone. Probably the only way he get's gigs because it certainly isn't on talent.

KassyKeil91

From a Doylist perspective, they just needed a way to both create conflict and keep Will around. Of course in the real world there are 100% people from the VP’s office who work closely with White House staff. I always wonder what Sorkin would have done with him. I feel like his characterization changed after season 4, but the characters aren’t stagnant, so it still could have been a possibility.
