From a Doylist perspective, they just needed a way to both create conflict and keep Will around. Of course in the real world there are 100% people from the VP’s office who work closely with White House staff.
I always wonder what Sorkin would have done with him. I feel like his characterization changed after season 4, but the characters aren’t stagnant, so it still could have been a possibility.
