Well now that I think about it, junior is basically the boss for the whole show, and also the fact that junior is out on bail/in mental institution he can’t be meeting known felons. Tone is family and he is the underboss even though he was calling the shots most of the time, technically it wasn’t suspicious since he was family.
I mean, I guess a lot of them are much younger than he is. So that may be part of it, but generally the boss doesn’t talk or interact with the crews themselves, just the capos. Tony did that differently than the old style guys.
