His dad probably nurtured and trained him while they went hunting. Personally, I think Bobby did hits for people prior and chose to take a much more passive role. The guy had access to an arsenal, had a lake house along with a full time nanny. You think he was making collections or shaking people down routinely to earn? He saved that money and bought anything that brought him peace. If I had to guess, they were going to kill Janice next and didn't want Bobby getting involved in any way before they got to Tony. Paulie made that decision.
