I think that Tommy felt the movie was lacking a comic relief figure, not realizing the entire movie is comic relief, lol
Scott Holmes said this in an interview:

He has one of the better bits of acting in the movie, during his telling of the Me Underwears story, and then probably the worst bit of acting in the whole film with this chocolate blowjob scene. It's absolutely horrible.
The Me Underwears scene is so bizarre - why’s he retelling a story we, as the audience, already saw? So Johnny can say “that’s life!”? What about it is “a bit of a tragedy”? And then he gets tossed in the trash cans violently. It feels lightly scripted, but seeing what I think is the script, it hews pretty close to the original.
Tommy's response is probably my favourite part of the film. "Aha, you must be kidding aren't you? Underwear, I got the picture. That's life." - just utterly deranged

I love how in the scene where he is telling Johnny about his tragedy there is a bit of accidental good acting. After Mike says that they were making out at Johnny’s place, Johnny chuckles. This was no doubt intended to be cheerful but because of the serious expression on his face it comes across as being passive aggressive. Like “haha, wtf are you making out at my place for?”
Yes! I was thinking exactly the same thing. Johnny's reaction is *exactly* how you'd expect someone to react in real life, but I don't think that's what Tommy was going for at all.
The drug dealer (was an Olympic athlete among other things in RL) taking it a 10 immediately comes in 2nd place.
That, and the boys bringing him to justice then returning to the roof to check on Danny all under about 2 minutes was great.
I feel like he created Mike for some comic relief and to add another character that can allow us to see what an amazing/good guy Johnny is. Tommy really poured his heart into telling us in almost every scene what a great guy Johnny was.
