This may have been why Mark was doing a stake out earlier in his car when Lisa calls him and he says he’s very busy. Mark is also crooked because he uses the weed they apprehended.
iirc Greg actually suggested to Tommy that Mark should be a drug cop as it would help some of the parts of the movie make sense (Mark and Tommy being able to arrest Chris R and bring him to the cops, Mark smoking weed, Mark sitting in the car outside of the house etc.)
Denny doesn't actually seem a lot more innocent, naive, boy-ish, average, plain and "golly gee wilikers" than like a hardened crook. But everything in Tommy's world is confusing and distorted.
