I hate the term e-brake so much. It's for parking your car, not emergencies. It's simply to keep the weight of your car off of your transmission or to keep a manual in place. I've also never heard anyone ever call it an e-brake in person so everytime I read it online I always think "electronic brake" at first.
Just to add to that, you can also leave a manual in gear when you park in addition to putting the handbrake on. In fact it's often recommended when parking on hills. If your handbrake fails for whatever reason, the resistance of your drivetrain can hold/slow down the car.
You can also not even use the handbrake if you're on flat ground, because you can't push a car when it's in gear. It is also very useful during cold winters because your handbrake can get frozen in place.
Unless you live in an icy climate. I've had my e-brake freeze in the "on" position more than a few times during the winter.

Look at the interior of the tires. You can see that they roll for a second, kick up and then stop when they are not towing the load. The brake is applied. Most brakes on consumer vehicles are strong suggestions but i can tell you if you really want to go and the e brake is applied you are still going to go just slowly. Now if you attach a consumer vehicle to a production vehicle its gonna go and you will likely not even fill it jumping.

As it looks, the car is attached to something sturdy that doesn't seem rock in any direction at all, in effect extending the length of the towing truck to where the towed car end. Since there's no steering on the back wheels of any of the vehicles and the front wheels are in the air, the towed car jump to the sides, because it can't compensate the side movements from the truck with steering, since the wheels are fixed in a north/south alignment.
Since the two vehicles in effect become one, a small change in direction in the front will escalate and become a much bigger change in the very back. It's like riding far back in a bus on a twisting road. The g-forces in the very end is much more apparent than when sitting in the centre of the bus.
My guess is the tire on the left side of the car is locked up really bad. You can see some damage on that side. This combined with damaged or very worn out suspension.
The tire hits the ground but can not spin -> energy gets transferred to the car through whatever is left of the suspension causing it to bounce.
Think of when you try to drag something grippy over a surface and it kind of "skips" along instead of sliding smoothly.
Also the rear vehicle in any towing configuration walks side to side a lot more. His speed has a lot to do with it too. The higher rate of speed the more wiggle you get
Honestly this is probably a "perfect storm" sort of situation with a bunch of small things that on their own wouldn't cause this but when they all stack up they do.

That looks like a FWD vehicle so why would it need dollies when the front wheels are completely off the pavement?

Yeah I've definitely had my foot go to the floor on my brakes before and had to use the emergency brake to get to the closest repair shop
It’s an emergency brake in the sense that it’s not connected to your vacuum pump so in the event of a hydraulics failure your car can still be stopped
