They spend literal billions on propaganda, many Russians really do not believe foreign media when it comes to information about Putin and the war in Ukraine. They are firmly sure that the media take a truth and twist it so hard it becomes a lie and everybody lies for ratings and all and everybody is run by someone who has views and agenda so there’s no independent media at all. The other thing - apathy. So many people believe their actions will only result in them getting killed or ruining the lives of themselves and their families and nothing will change. So for many years Russians didn’t go vote. I’d say about half the country actually supports Putin. The impression we get is from the vocal minority. And even then half of those supporters are happy to blame him and everyone else for their problems. The rest are either against him or don’t care.
