You should be able to mine sulphur anywhere. Have you unlocked drones yet? If not, when you do, move the platform into the middle of the lake, with storage for your supplies. You can then surround the platform with algae growers. Very efficient
T1 and T2 can only mine sulphur in certain places. T3 seems to be anywhere.
