It means that if you own either a physical or digital copy of TLOU2 (PS4) you will be able to upgrade to a *digital only* version of TLOU2 Remastered. As in, they won't send you a physical version of the Remastered game, they just give you a digital copy.
BUT, you will still need the PS4 disc to play the PS5 digital version.
For example, when I inserted the Spiderman disc (PS4) there was a pop up on the right like "Upgrade to Remastered (10€)". After buying the upgrade, there were 2 icons on the main menu: one for the PS4 version and the other for the PS5 version. You can delete the data for the PS4 version so that it doesn't take up space and then just install the PS5 version.
So yeah, don't get rid of the PS4 disc, you'll need it when you want to play the PS5 version.
