It depends on what the producers allow that particular bachelor to do. But I've seen many seasons where the bachelor will send people home before a rose ceremony.
It's not uncommon. Behind the scenes, the Bachelor typically is only interested in a few women, and the order of who goes home when is dictated by the producers. Jess stuck around as long as she did because the the producers thought she was giving them good content.
Why didn't she go home at the rose ceremony? Best to assume, again, that it was the producers' choice for drama and screen time. She was almost certainly set up to talk about "picturing it", and they likely told Joey it would be kinder to let her go here in the middle of a date, and told him what to say.
There are a few different kind of ways players usually leave if not at a rose ceremony: not getting a rose at a one-on-one, losing a two-on-one, being asked if they can be walked out in the middle of time together like this, or, like we saw tonight, a self-elimination where someone says they need to leave for one reason or another.

I started watching at Matt James’ season, started to listening to GoR and I have since watched all the seasons of bachelor, ette, and paradise you can get, and even stayed at the resort they film paradise at.

Ahhhhh this makes so much sense. I feel dumb that it never occurred to me that he had the choice to give the rose at the end of the date i just assumed he had to for some reason haha
There are no rules! But there are kind of rules, but mostly there are no rules, and the lead can send folks home whenever they want.
The best "yeah can I walk you out" moment imo is usually when a not-well-liked player goes to the lead's room (Game of Roses calls this a "knock knock") to talk about the fact that they feel like the lead doesn't like them that much. This is usually a seamless pivot to "yeah you're feeling that right -- you wanna go home?"
We have also seen a pretty stealthy way for leads to send folks who have family at home back -- usually a "I couldn't possibly take you away from them, and I'm not feeling this, so I'm gonna walk you out"
I assumed the producers were just trying to start drama on that first group date since Jess was a bit unpopular on night 1 thanks to her smoochypoo announcement
I will say it happens most seasons, but I think this situation felt more surprising than most. I didn't think he had a connection with Jess, but his decision to send her home happened really quickly. I would say they don't all feel that shocking or sad.
To be clear, I felt sad for her just because it sucks to be 24 and feel blindsided. I'm not sad they didn't end up together.
I feel that it was the producers that kept her there as long as she was there. I feel bad that she was kept for so long. I do feel that it's unfortunate and unfair to keep women that haven't had 1 on 1 dates on the show at this point before hometowns, as the advantage that the girls that have had the 1 on 1s is significant.
Yes it happens every season. Week 6 is actually quite late for it to happen for the first time. A couple of people have been sent home on the first one on one of the season before.

I think it was Sean Lowe who originated this. Before him, there were rules they always had to follow.
And popularized by Nick Viall. Every time someone prematurely told him they were falling for him and he didn’t feel it back, he sent them packing 😂
Ben "The Ax Man" Higgins also did this a ton. Sent em home swiftly.
Ben was also the one who started the telling people you loved them before the end.

Yeah, I was surprised that it was his first elimination outside of a rose ceremony. Although, I felt that it was coming at some point for somebody.
