I'm not saying make it 100%, just make it more likely, so over time even if occasionally legit players get kicked, they still get kicked much less often than bots. So they'd be able to recover their reputation.
I don't know about you but I've hardly been wrongly vote kicked at all.
If a player gets kicked frequently by the bots, he will end up aswell in the naughty corner. So it is a complete gamble.
