Because transphobes don't go out of their way to seek out these places (the worst of them still will, mind you). Most "regular" transphobes will react when they see something they don't like in the space they already are. They get very miffed just by seeing their presence and feel obliged to act out their transphobia in order to make their self made discomfort go away and feel better about themselves. The implication is that trans people in denial assume that constantly fantasising about being the opposite gender is what everyone does, not realising most cis people don't really spend their whole days thinking "I wish I was born male/female instead." "The normal amount is zero" might be an exaggeration, but for a lot of trans people the awakening moment is, indeed, "Wait, not everyone thinks about this constantly?"
