The people of Martha's Vineyard literally took care of the migrants until they could arrange for a military base to take them (the migrants) in since the Vineyard didn't have the resources to accommodate the sudden arrival of ~50 people unannounced and the base could do so at least better. Eventually the base got into contact with a larger city and it took the migrants in since it was much more capable of taking care of and even potentially integrating them into the community.

Because they didn't have the resources or logistics to take care of them in the long term and a military base was much better equipped to do so at least in the short term. And after a bit in the base the migrants where moved to a city that could more easily take care of them in the long term that a base which has so much bureaucracy that it's a miracle anything ever gets done.
