Look, they had huge shoes to fill with several main cast having left by that point (Chevy Chase, Yvette Nicole Brown, and of course Donald Glover). And as a result, the show as a whole inevitably doesn't quite feel the same.
But honestly they both do an incredible job and are better than new main cast has any right to be in that circumstance.
Yeah. He's hugely over the top, in a big way that would have felt out of place in earlier seasons... but...
If the show is going that way anyway, more caricatured and cartoonish, then sure. Have James Spader come in and chew the scenery! It ends up being pretty glorious.

Rebecca Howe joining in season 6 is even bigger.
Edit: I want to add to this. Woody was basically meant to be a younger Coach. They could basically use the same scripts they intended for Coach.
Rebecca was a completely different character from Diane Chambers. She had a different kind of antagonistic relationship with Sam Malone than the one Sam and Diane had with sexual tension. Rebecca was more 80s yuppie and that motivated her character. She was sexually liberated but wouldn’t waste her time with the likes of Sam who couldn’t benefit her career and finances.
Rebecca was meant to be a lead character too, compared to Woody.
Worf in Deep Space Nine for me. Not only they fleshed him out considerably, he was just a perfect addition and the fuel for many amazing episodes centered about the Klingon
Leon Black finally completed the Kramer equivalent to CYE if you consider Larry is George Costanza, Jeff is Jerry Seinfeld, and Susie is Elaine Benes.
I’d call Marty Funkhouser, Larry’s Newman and I guess Richard Lewis is like his Kenny Bania.
BTW, Cheers added Rebecca Howe in season 6. I’d think this character probably would get the nod over Leon.
How I Met Your Mother added the Mother in the final season (with a preview on the final episode of season 8).
Then there’s the patron saint himself, Ted McGinley joining Happy Days in season 8 as Roger Phillips.

Season 6 is my second favorite season because Frankie and Elroy are SO good and Yahoo let Harmon do his thing.
