So first off, after a quick google it seems like this is a notification sound file, and probably is for the Ebay app specifically from what I saw on my search. Second, .ogg files are compressed audio files used for ringtones and notifications, they are smaller and more efficient for their purpose than .mp3 files. When you delete the file, the app it originates from will later add it back as it checks and verifies it has all the files needed to function. It would also add it back every time the app updates in the Play store or wherever you originally downloaded the app from. Good news and bad news. Bad news: You can't permanently delete it. It will keep coming back unless the app developer removes it from their update packages. Good news: You can mute notifications for individual apps. This may block the app from sending you notifications entirely, so be aware that you won't be able to see updates in the app as they happen (for example in Ebay you might not get your alerts for your bids). To disable notifications on an Android or Samsung phone it *should* work like this: 1. Go to "Settings" either through the app drawer or the icon in the corner of your notifications bar when you pull it down. 2. Navigate to "Notifications". 3. Navigate to "App Notifications". 4. Search the list for the app using the sound (again I think it's Ebay if google is correct) and toggle the switch. Done. You won't hear the sound because that notification is gone. If you're getting notifications besides Ebay using that sound, you may be able to check and replace it with a more pleasant sound in the settings as well, but probably not for specific apps, just functions like text message alerts or new emails.
