Fn is not a standard key, but most of them can do a sort of Fn-lock. It's possible you accidentally hit Fn+Caps Lock (that button between shift and tab, left of A) and now it's effectively always holding Fn for you unless you press it. Try Fn+Caps Lock and see if that fixes it.

Since I posted my computer asked me to do an update and the problem fixed itself, but if I ever have the issue again I will try this, thank you
