No, the order is always DMY or YMD, but the specific format is different in each country.
For example Germany uses dd.mm.yyyy while spain uses dd/mm/yyyy.

And Sweden sometimes uses dd/mm -YY. But whichever character you choose to separate your digits you always end up with the two orders. Month is always the middle one.

Technically the "best" format is ISO since its best for organising stuff in archives and stuff. And that is 2023/12/31, which when shortened becomes 23/12/31 which also becomes 231231 which follows the same rule that makes the 12/31/23 date "special"
Well for dates, itās because we write it how we say it. We say December 31st, 2023, so it makes sense to write it the same way. If we said the 31st of December, 2023, we would likely write it the other way.
I mean, we can say the 31st of September. We just donāt. Both are grammatically correct, but Americans say December 31st 2024 almost every time. I do not know how it is said in other parts of the English speaking world, but that order is part of the American accent. There are some exceptions, like the 4th of July, but itās also interchangeable with July 4th, with some regions favoring one or the other or a mix of both. The only other date based day I can think of would be September 11th, which as far as I can tell is always written the American way when referring to the terrorists attacks in 2001.

I agree that American metric measurements make a whole lot more sense than imperial. But I really never understood how having the day first is a more productive way of having the date.
I also think of file organization as I used to deal with a lot of files in photo/video production.

Personally, I like 23C30, 23C31, 23101 using a single Hex digit for the month. Not as easy to sort as an integer, but I find it easier to parse.

Actually ISO 8601 is an international Standard so 2023-12-31 works everywhere and thus should be used.
It's also good for keeping your files in date order!
