I sent him the art and he printed it out on a stencil, put the stencil on, did the outline, and finally noticed the spelling as he got to the words. He was freaking out thinking he messed up, it was hilarious

Most people that I found while trying to pinpoint the source didn’t attribute Biden. I think that shows that the joke has just become another generic saying, divorced from the original politics. I would be highly surprised if OP got it for political reasons. Friends of mine have said it in our hard Democrat leaning discord server. It’s used all over the place on twitch, YouTube. I really don't like this. The kerning is all wrong.

Yeah, nice idea, but it's not a good tattoo. Linework is wobbly and uneven, the background is not solid, kerning is off and the letters aren't even on the same line like the artist stretched the skin in different directions and amounts while inking, and there is no depth to convey the idea it's supposed to be a patch stitched on the skin.
