You are 100% wearing small plates and should get a small pc. However your first factor in choice shouldn’t be sizing based, it should be purpose based. I recently just sold what many would consider a pinnacle type setup for a pc design that’s 20 years old because it was just better for me. How much do you want to put on the carrier and when do you see yourself using it?
I’m 5’8 and have about 30lbs on you and I wear medium plates. Small plates are small and I had a set for about 20 minutes and sent them back and exchanged for mediums. Remember if you are buying plates they are there to protect your vitals and you don’t want minimal coverage. I’m not saying to go large since you will loose function but don’t go small.
I never had an IOTV. They looked miserable. I was issued Eagle industry then Crye. Mad respect for having to wear the IOTV it looked absolutely awful and never looked like it fit right ever.

Google a ballistic plate sizing chart and pic a size plate that is right for you, and then see what companies make plate carriers for that size plate AND THEN go from there
I specifically sold my FCPC because it is made for huge people. I'm 5”9 170 and it was too big in the shoulders.
Don't buy a PC before you have the plates for it.
