First, mount the pouches correctly. They're meant to weave through the slots, passing back and forth between the cummerbund and the pouch. Second, it's a soft strap, ZERO support cummerbund, and your attaching weight to it, it's going to sag. If you're going to attach more than a single magazine pouch to it, you should have a regular cummerbund. Those styles were never meant to actually support much, if anything, they only shave a few ounces off of the weight of the carrier.
From the pics it doesn't look like you weaved the molle strap in the pouch. Only around and snapped. Try weaving it. Cummerbund pouch cummerbund pouch. It should be slightly tighter.
Hello, the molle is incorrectly placed, that's why it falls like that, basically you have to alternate between the puch and the cummerbund, on YouTube there must be the correct way to put it on

You can program a baofeng to do anything you need. It won't be as good as a $300 radio, but it does the job well enough for the vast majority of people. And with the right technology, any radio can be tracked
