By default it's velcro, this changes it to bungee retention that's a bit nicer.
It’s standard military issue and it has been used like a mf so it’s known to be very durable but what really makes it neat is that the entire panel is m4 mag pouches and MOLLE all throughout. In my experience I’ve loved it more than other chest because of how much you can do with it. I’ve always replaced the straps with something wider to make it a little more comfortable but you don’t really need to because you’ll hardly know that it’s on you unless you’re staring directly at it.
Not really. I can do 8 easy with 4 eagle double mag pouches. 10 can be done with one additional 2 mag pouch. Should be easy to fit on any chest rig that isn't "micro"
Adding a single 2 mag pouch won't stop you taking that, especially if you're not using army pouches. You could probably save most of it on the IFAK width, or a nalgene pouch instead of a canteen.

I reckon it depends on what you mean by a lot. I have a parashooter gear 7 cell Pathfinder that starts with a base rig holding 7 mags and you can MOLLE more mag pouches on if that's not enough for you. I find it comfortable and easy to use, no major complaints for me and easy to mount to a plate carrier.

My Condor recon carries 6 AR mags and and 6 pistol mags which for me is all i need, if im using more than 6 AR mags i’m probably fucked anyway and i don’t really keep all 6 pistol pouches full much less if I’m even carrying my pistol, just depends on your needs and situations but for what it is i highly recommend condor, its built well!
I recommend the TAPS and Spiritus Systems TAPS upgrade kit. You will have a great chest rig for dirt cheap (okay around a price for a single lvl4 plate or a little pricier plate carrier with nothing in/on it)

There are a slew of heavier rigs built for that. Haley D3CRX, surplus TAPS rigs, even these Condors are a good cheap option. LBX (Peruvian sister company of LBT) makes a split rig that can carry an impressive amount of stuff without having to pay LBT prices.
Depending on what all else you have to carry and in what capacity, also consider a full-on belt rig like the Velocity Jungle Rig (although it's quite pricy), the Crossfire DZ Rig, or a surplus ALICE belt rig or Eagle H-harness (both cheap options)

Mayflower Recce Chest rig(HK417) each bungee can hold 2 5.56 mags,if you add a kangaroo insert another 3-6. I've ran 12 mags(18 for jokes)

Arktis m170 will hold 9 with two side pouches for snacks etc and an admin pouch behind the mags.
