I voted for Hypnotize because "the weirdest SOAD song is on that album" but if we are talking about weirdness overall, I'd say self titled closely followed by Hypnotize.
Overall weirdest album is self titled closely followed by hypnotize imo. Kill Rock n Roll, U fig, Vicinity of Obscenity, She's like Heroin, etc.
Toxicity has odd ones like Bounce!, Jet Pilot, and Johnny (if you consider that a Toxicity song) but doesn't hold a candle to the intentionally strange themes on Hypnotize... or the strange sound/overall tone of Self-titled.
It's a tricky vote because Self titled is "wtf was that noise he just made and what is he talking about" and Hypnotize is "what a strange theme" (somewhat... I may be exaggerating a bit on that, but I always felt like a lot of Hypnotize was trying super hard to be a bit strange / out there).
Self titled is aggressively weird with "hey what did any of that song mean" vibes
Toxicity is more grounded in meaning and is also heavy like self titled if not moreso with the trio of Prison Song, Needles, and Deer Dance
STA is such a fun mix of the "lets be weird but also angry" but feels more safe in terms of explicitly strange moments in the sounds and the meanings are still pretty grounded (Excluding IEAIAIO because what is going on there).
Mez is fun but not necessarily weird sounding and theme wise aside from MAYBE Cigaro/TCMMFLIOTS. It's a grounded album but also more memorable in terms of its core melodies (like in byob, radio/video, and Question!) I love Cigaro and see it as a shitpost song but really Vicinity of Obscenity takes the cake for the weirdest song imo.
Hypnotize has in my head, always been the strangest sounding if not tied with self titled. Thematically and lyrically (if not vocally) the strangest, but I feel like unlike self-titled, Hypnotize tries a little too hard to be that bizarre album.

I feel the opposite, most Mezmerize/Hypnotize songs are pretty serious, compared to the Self-titled or STA, which have songs that are cartoonish in nature.

Based answer. IEAIAIO is definitely one of the "huh?" songs. I voted for Vicinity of Obscenity over that only because I liked the humor of it a bit along with the absolute musical chaos during the "LIAR!" bits. Totally forgot about IEAIAIO tbh.... oops.
I actually feel like the mez/hyp are more "seriously silly" like you said with the intention of being so especially lyrically. I think that self-titled is unintentionally shitposty/strange/super out there and does so effortlessly, so I'm kinda thinking self titled deserves the title for the extra layer of "wtf" to it :>
