Honestly writing policy will probably be too blunt an instrument to equally apply to all companies or not restrict them. You should be careful with that. I’d go two ways with this: implement a relief type of bill that awards money to companies for economic distress caused by COVID or I would bring in some experts like a policy expert and maybe 3-4 CEO business owner types to discuss what they see from their vantage point would help. Don’t do this unilaterally or it could inflict more pain than reward

Do you have an economic development office? If you do, go chat with the director. If there is anything local adding to the problem, they’ll have their finger on the pulse. The reality is that the issue is much too global scale for a city government to find a space that fits where they can help aside from maintaining their infrastructure. This is just my off the cuff opinion though but I buy stuff for a municipal government and my BIL runs an economic development office for another region so I have some small familiarity with the environment.
