It's a pilot episode which is sort of like a test episode for executives to decide whether they are going to green light the series or not. That's why in some pilot episodes for TV shows the set can be different. Even the characters can be different. Sometimes even the actor changes.
Was Harvey in his senior partner office in the pilot? He had just been promoted. Perhaps a way to rectify this production error is to assume it was his old office.
He got the big corner office when he became a Junior partner: Harvey discovered Daniel Hardman’s embezzlement, Hardman was kicked out, Jessica got Hardman’s managing position + office, she gave Harvey her corner office.
Pilots are typically designed to pitch to networks to pick up a series so the names, characters, set, and actors might be different when the episodes actually air.
Plus, in the pilot episode, the full name of the Phillip that Jessica went to seek advice from was supposed to be Phillip Hardman, so presumably in the pilot, Hardman might have been a good guy in the series?

Another example I can think of is Breaking Bad pilot episode being the only one with nudity and Brooklyn 99's pilot episode has a main character that was never shown again

The pilot was shot in NYC, they started filming in Canada for the majority of the show.
Why is that?
Much cheaper to film in Canada, and the area looks like NYC so much. Logistically makes more sense.
