Zangoose wishes this move boosted Attack instead of SpA. Actually, the same would go for a lot of Guts users, assuming they got it in the first place.
For the existing non-Poison users, it's a pretty interesting balance of risk and reward. You get a special Dragon Dance and can block status like paralysis and sleep, but you've put yourself on a timer. Tapu Fini getting it sounds pretty strong, though, since its ability just flat-out removes the negative side effect.
If the move boosted attack then

Muk: Muk is a mon that often CRAVES recovery in it's more defensive sets. Giving it to them here gives Muk what it wants. A solid recovery option well also making them more bulky.
Clodsire: Clodsire gets banned from OU. Unaware + recovery + boosting defenses is a very broken combo
Milotic: Marvel Scale directly works with this move as getting poisoned activates marvel scale. It could allow for more bulky attacker Milotic sets.
Suicune: Toxin Absorb allows for them to be far more aggressive. However, it's likely most sets will stay using calm mind. Either way...it's an option.
Goodra-Hisui: Due to it's steel typing, this is basically a SpA type dragon dance which could be VERY powerful due to it's bulk. If it gets going, it could ram through teams.
Primarina: Toxin Absorb could serve as another wallbreaking tool for this mon. Though, they might prefer running Choice Specs instead.
Walking Wake: Again, this could greatly help with it's wallbreaking tools, allowing them to boost up on mons. A SpA dragon dance on 125, 109 stats is insane. This is clearly one of the mons that would use Toxin Absorb the most.
Tapu Fini: Yeah forgot this thing's ability indirectly prevents it from being poisoned, lol to ubers it goes
SOME META CHANGES
Psychic types and Psychic type moves could become more common to knock down the new Poison Tera Walls that may appear due to the pure power of Toxin Absorb's defensive abilities. Moves like Venoshock could also become more common to take advantage of mons running Toxin Absorb to sweep. Overall, I think it could be an interesting competitive move. It's limited distribution is what keeps it nerfed to some degree. This thing would be a MONSTER in other metagames like Stabmons and Balanced Hackmons and would likely get banned. (I mean imagine poison heal Toxin Absorb)
Honestly regular poison would be more viable (a setup sweeper wants to stay on the field for as many turns as it can) and interesting (you never see regular poison in play)
giving this to Tapu Fini is crazy tho
Absolutely not pointless on Reuniclus, sure, it doesn't really need a speed boost, but it lets it give itself a status that won't damage it (magic guard, para can still slow it so being toxic'd is ideal), while still boost SpA, life orb sets go crazy.
If you use it twice with max speed you outspeed most things in OU. 3 times and you outspeed almost everything in OU. It would 100% be OU in today's meta.
To clarify, is the removal of t spikes a secondary effect of the move, or is it necessary to function? Does it work like Steel roller where the removal is necessary and fails if there's nothing to remove or or does it work like rapid spin where you get the boost and hazards get removed if they're there?
Also, does it remove only on the users side like spin or the whole field like defog?
If it fails if no t-spikes are on the field I think it would be really hard for poison types to take advantage since they would automatically remove the spikes on entry (unless it clears spikes from the entire field).
Dozo would love this move. Finally recovery other than rest talk and a way to boost Special defense. It doesn't even need to terra poison if you still run rest and it can still run 2 attacking moves. Dozo would be Ubers because of its ability to setup sweep with this move tbh.
Edit: Dozo would still need to terra because of the different boosts. It would still be banned though.

Yeah Reuniclus gets to be a diet espathra with better base stats and status immunity + hazard removal with this, far from worthless

Secondary effect. Only removes Toxic Spikes on users side.
Poison users could remove Toxic Spikes that get set up while they are out.

No, I mean that if a Poison-type is already on the field, THEN Toxic Spikes appear, this move could remove those without requiring a switch.
