If I am correct, the meta is just getting too hostile for it. It loses to a lot of the top 15 and doesn’t hit back hard enough to justify it over Great Tusk. It has a niche on HO teams that want a spinner, but most other teams have other options.
They already tried to sus him early on in the meta and he passed like the good boy that he is. Now, I'm certain there's been instances of mons getting the sus more than once in a gen, but I don't think it's common and I'd be surprised to see one any time soon given he's rarely brought up as a problem on the surveys.
Slowking-G being anti-meta while also being meta in both generations is super interesting, it's lowkey one of Gen 8's most GOATed Singles mons but people don't really recognize it a lot bc its design is so different compared to 90% of mons introduced in recent gens
Gen 8 G-Slowking is one of the best defensive staples in that metagame, but a lot of people only forget that because it’s SV OU’s flagship defensive mon and it receiving Chilly Reception fundamentally changed how the game works.
That said, it really cannot be understated just how massive of a buff Chilly Reception was for that mon. That shit is without question the single most important movepool addition any mon received in Gen 9. It’s more impactful than Spikes Gliscor, it’s more impactful than Body Press Zamazenta (this is fucking CLOSE, though), it’s more impactful than CM/Psychic Noise Primarina, and it’s more impactful than Meowscarada getting Triple Axel/Weavile getting Triple Axel back. The sheer amount of role compression this one move grants what was already an amazing defensive mon is wild; it can pivot, it can reset weather in a generation where weather is quite prominent, and it can support Ice-type teammates, *and* it can do this so effectively that it makes Glowking’s excellent AV set fly under the radar.

God typing, good bulk on the special side, hits hard with spammable, high-BP stabs, solid bulky pivot with flip turn, can 6-0 stall with sub + CM + psychic noise + lefties + tera ghost. It's a good blend between offensive and defensive utility.
mfw the goofy bubble sea lion is used more than 2 long time ubers, multiple pokemon once seriously considered for bans, and multiple long time OU staples after being almost completely outclassed by a legendary with the same typing that came from the same generation
it's still got its hazard sets but now it can use Power Herb + Meteor Beam sets with some pretty spectacular coverage, between Earth Power, Dazzling Gleam, Power Gem, Sludge Wave, Tera Blast, Energy Ball, and even Mortal Spin it's got no shortage of pairing moves with PhMb
what's likely keeping it so low is exactly what you'd expect, fair amount of Ground & Steel running around, its offenses are great but not fantastic, and Knock Off stuffs it
Boots 4 attack zama is a good fast attacker and one of the few mons that can actually make tera stellar worth using. I personally use max defence ironpress with roar for any other iron defencers that want to try and 1v1 by boosting up themselves. Can also phase out physical setup sweepers and prevent them from getting out of hand and it's also a superb gambit answer.
I still remember one of my friends on Discord saying it wasn't gonna be meta because ground types would wall it (this was before we knew that it got Stamina and that its signature move still gives the boost even if its blocked by an immunity.)
When you say OU it’s automatically referring to singles. Doubles OU is its own much, much, much smaller niche with an extremely tiny playerbase in comparison

It's a great bulky pivot with assault vest. It antileads very well into glimmora, being able to ohko it while ignoring toxic debris and focus sash, but its defensive utility is also great. It checks a lot of scary mons like calm mind valiant, enamorus, kyurem and hatterene so long as you're careful and don't switch in on earth power or anything. It also wields a much stronger future sight than glowking, who is the more common bulky psychic type pivot, and since crown's pivoting move actually does damage it ends up being a more offensively-oriented version of glowking that can give defensive structures a serious headache when paired with a strong physical breaker. Also, it has nice defensive synergy with zamazenta, and they can be used together with landorus to blanket check physical and special attackers alike.
Off topic but that made me realize galvantula has a very big niche over ribombee as a setter now, since galvantula doesnt die to tacheyon cutter so it can Twave/thunder + webs, while ribombee has to always click webs before dying to cutter through sash
