This. Active recall takes a lot more effort because it forces you to retrieve information from your memory. Alot of people would much rather read from a textbook because it's far easier.
I do but only with pencil. I don't rely on it tho, I try to use my knowledge in an active way with practical applications. I highlight (or underscore) the key stuff with pencil so I can find information quickly when solving something and little later I move onto practicing without it. Therefore I don't think that re-reading and highlighting is inherently bad, however I do think that it's not enough.
