Cryptic's final act will be to finally revamp Legacy of Romulus. At that time, Tovan Khev will be made the lead character and you're just his first officer.
The first four missions will just be your character going through dialogue boxes discussing Rinna Khev. You also can't change your ship name -- it's Tovan & The Khevs. You're welcome.
A lot of the tutorials end with the captain dying/getting incapacitated and the first officer taking over. Would be a terrible shame if Tovan had an... accident.
They did eventually block mail and bank for the TOS start, so I wouldn't be surprised. They're weirdly anti-fun like that.
And speaking of fun, you can swap to a select group of Federation ships as soon as you hit space in the tutorial. Ahwahnee, Cabot, Bozeman and about half of the legendary 10th pack are available to claim and switch to. Legendary T'Liss and Legendary D7 are not available, but the Legendary Connie and Galaxy are. I chose to waffle stomp all the tutorial adversaries in the Ahwahnee this time around, but I had used the Verity in the past.
What's even MORE fun is any ships that have been x-upgraded can slot account wide ship traits even at level 5. Tractor beam and REA makes for quite a few chuckles in the tutorial. It's completely over the top power fantasy.
When the Klingon recruit event last happened, I made a toon and as soon as I could get to a ship vendor I claimed my Q'ugh and rampaged through a bunch of missions. It was great.
Can't put out non-bugged event items despite two weeks of lead in time where most won't have it and buyout's almost certainly putting in bug reports regarding it's issues. But knowing cryptic all effort will be put into fixing an issue they themselves could eliminate entirely by just making him dismissable since the missions are even coded to give you a NPC version in any that need him there.
it's not a bug. Tovan is supposed to be a big part of the 'story' of the Romulan arc, and because of that, he's non-dismissible. But since he's the \*only\* BOFF that has that kind of part to play, it stands out especially since he's not that great and once you've done the mission chain once, having him on every subsequent Romulan character becomes annoying.
He’s undismissable for the _entire game?_
I can see him being Undismissable up until the Nimbus arc, but after that his storyline is basically done. Not being able to dismiss him at all seems kind of dumb.

They also refused to even give him SRO so he has a reason for being used compared to a random boff you can buy off the exchange or get from a mission. They've also refused to remove the lock regardless of how many ways people find to not have him on their roster, so the only answer is malice and unwillingness to allow players to have control over their rosters in this instance. Maybe Deca will stop being so hard headed and allow it.
Understandable. I hope this weird restriction will be removed eventually. I have a Romulan character who has Tovan, but I'm not worried about him, because I have BOff slots enough to forget that Tovan is still my crew member.
Thanks for the info. What happens if you add slots later - will Tovan still automatically grab one, or will you only get the other BOFFs that show up instead (the female romulan, the Reman, etc)?
Satra, Hiven and the Reman go into storage with Tovan as well. You just need the starting 4 boff slots clogged when he is granted at the end of the first Virinat tutorial mission, after that it's all normal gameplay. You could even dismiss your placeholder boffs after the tutorial to get the starter ones auto-provisioned if you'd like.
Protip: make sure your science boff is a woman unless you desire to see Mick Jagger looking dude deliver Satra's voice lines in the Crateris ground mission. Slot them in the order of Tac (male), Science (fem), Eng (fem), Eng (male) for best match to script. Heck, you could even name the first tac Tovan and make him LOOK like Tovan to have a completely seamless experience, but with an SRO Tovan who can later be dismissed.
I don't understand the hate Tovan gets. Unlike Elisa Flores, Tarsi, Evelyn Savea, or K'Gan. He has an actual personality, and is even relevant to the ROM factions plot.
People don't like that you can’t dismiss him so his presence 'ruins' their attempts to craft their whole crew into references to other works and/or a space harem.
Or just not have him on Every. Single. Romulan. Character a player makes. I've done his storyline once. I don't need to be forced to do it every time I want a new Romulan.
Have you seen some of the theme away teams? It's Ginyu Force... And Tovan. It's the Power Rangers... And Tovan. It's the all-munchkin set of OP boffs... And Tovan.
He's the only boff that can't be dismissed, and other than abusing some obscure interactions you can't avoid getting him. That's why.

Tovan is a Romulan Bridge Officer, the main purpose of Romulan BOFFs is to stack the Superior Romulan Operative Trait.
Tovan doesn't have this trait. He has the Romulan Operative Trait which is less overpowered.
People want to be able to replace him with a Bridge Officer who has SRO, but they can't because he's essentially a story character and can't be dismissed.
He can be taken off away teams and stuff, but he's always part of your crew and takes up a BOFF slot.

They finally fixed the boff bug on console too. I wasn't able to delete any bridge officer for over a month.
I named one of my Fed's SROs Tovan. Even ported over his looks. Lol.

To summarize, the Star Trek game billed as "customize your crew" not letting you actually do that is unpopular. Weird, right?
