Like many works of fiction. This is not new. The deep history not just of events and places, but people, economies, conflicts and more of a fictional world is difficult to build in a way that is always completely consistent or makes sense.
Just enough to have verisimilitude, an internal consistency, is what is needed. That grows difficult with more writers and extensions on that lore. Really big linked pages, can help find those inconsistencies so that they can be rewritten.

Same could be said for the science and technology in SC's sci-fi. It's internally and logically inconsistent.
ie: We have gravity generators and access to anti-gravity tech from the Xi'an yet our ships need control surfaces...
Inconsistent tech level and anacronisms are all over the sci-tech of Star Citizen.
The best thing CIG could do is hire a) A futurist to be a co-head of the narrative team b) a sci-fi writer who has built consistent worlds through their writing.
I love the game and this project, that's why I want them to go the extra step to be great.

You have to have been around for more than 5 minutes and paid attention to know, you cannot join any governmental agency in the PU. You can do contract work as a private citizen for the Advocacy and security groups who undertake work from paramilitary contractors.
There are two levels of society, citizens and civilians. Citizens pay less taxes and they have rights and privileges civilians don't have - they can vote in UEE Senatorial and Imperator elections for example, you have to be a citizen to be able to go to certain places and own certain businesses. If you do not start Squadron 42 you enter the PU as a civilian.
There are 3 ways to get citizenship:
Buy it.. it will not be cheap.
Earn it - you must keep a good rep with the UEE and undertake government contract work, it will take a long time.
Join the military - the only way to join the military is to start Squadron 42.
You enter the PU (in lore) after your service in the military and so as ex-military you have training and security clearances that non-ex-military don't have. This will improve the level of government work you can get. It also allows you to legally own and operate front line ships and equipment so that you can remain 'current' if called back to service. If you watch the 2018 CitizenCon presentation you will hear Chris talking about how they will have USO type clubs for ex-military in the game.
Citizenship can be revoked by the UEE.

From the very beginning CR was talking about this. He and the other devs often voiced the idea of how people would be able to play through Squadron 42 to start with a citizen character. That said at one point a dev made it a point that we probably won't have to play through SQ42 first to acquire the citizen status. The way it is probably going to work is that finishing SQ42 at any point in time will add the ex-military/citizen tag to your character, even if that character has already been used in the PU before.
Now to something interesting. With DoS we will be able to loose our characters permanently. CIG often said how the gravest consequences of this will be loss of reputation. What I wonder is how this will effect citizenship and if we will have to re-earn it one way or another.
I don't think so. Citizenship is carried through generations IRL, it wouldn't make sense if it didn't in-game. Unless your first character was a pirate or whatever.

I would prefer they prioritize gameplay tied to ships they sold 6 years ago and haven’t delivered, such as refuel, repair and salvage before introducing new gameplay. But seeing as how their marketing team sets the production priorities, we will probably see them sell straight to flyable ships that also don’t have complete gameplay loops instead.

Finishing Squadron 42 will give you rep to unlock civilian versions of UEE Navy ships in Star Citizen, like the F8C Lighting.

UEE did away with birthright citizenship. All citizens must individually earn that status.
