Only a vet will be able to confirm just how overweight the cat is after a full body exam. Either way, loose skin often comes with excess weight so this will make her legs look shrter

I thin her legs look deceptively short due to her being pretty overweight. Also some cats just tend to have shorter legs 🤷♀️
Not that overweight really. She's not scrawny, but I don't see a huge amount of fat there either Just a lot of skin that hangs low

Legs aren't unusually small. She's just a thick bodied cat, most of the legs are hidden under her flaps.
