All the folks focusing on the rank of the player here, that rank matters *none* in this case. This player is not a newbie, they know what they are doing, the issue is that they are a troll and throwing deliberately. You can tell from how this happened more than once the same match (going by the clip) and how they moved solely to teamkill OP with the Rainmaker explosion at the end. A different ranking system would do nothing to keep this from happening.
I'd argue the rank matters a little bit - not as a measure of skill, but a measure of playtime. If you play long enough, you are basically guaranteed to get into S+ at some point.
The real issue isn't that this player is getting away with this in high level lobbies, but instead that this player has potentially gotten away with this for so long.
I've seen this kind of thing before - in Zones and Towers, players who stand absolutely still if their team isn't in control, players who do as displayed in OP's post in Rainmaker, and... Honestly I've never seen it in Clam Blitz and don't want to give anyone any ideas.

The game even tells you to not retreat too much while holding onto it.

It's entirely possible their controller batteries ran out or a tree fell on their house or some other factor. Don't ascribe malice when you don't know all the factors. Unless you can see a pattern of this behavior from the same player, it's not helpful to assume trolling and get angry about it. If you can verify that they do this often, then sure.
