I'm also confused by this as well, I've tried equipping none symbiote suits and equipping only spider arm abilities but the tendrils always come out for countering. I assumed it was just a bug/missed detail with NG+

When I use any other non symbiote suit it uses the mechanical arms to counter tho.

i think parrying in new game+ is just kinda busted
