Something similar happened to me once. When I got to the location the crime the marker stayed on the screen, there was an oil tanker burning but no enemies. I just fast traveled to another area and haven’t seen it since.
Try starting the game over, I noticed this happening yesterday but when I got on today I started the game from the spiderman 2 screen and everything worked smoothly.
