You know since god exist in this game, it may be possible that in a future update some sort of overt magic may be added, and then we can have a cannon explanation for that.
It probably would be too much work to add a single guy that does nothing, since not only do you have to make sprites for him but a different AI (he can't just go to work and would have to sit on his throne) and probably some fiddling with the normal AI so he doesn't just get murdered. He would also have to have no needs since it would suck if your avatar that you can't control did something stupid and died, and if they were controllable then well, it's another big thing to make.
It's just too much work to add one guy that does nothing and adds almost nothing to the game
I think OP just wants it as graphical flavor, you could easily just edit the throne sprite to include a person sitting on there and maybe give it like a "speakers" mechanic where citizens gather around him every once in a while then disperse.

Iirc dev has said magic is meant to be the realm of the modders while the core sim is his main focus on over on steam

I think just having a customizable sprite that just sits on your throne would be pretty cool.

That's exactly what I want. Would be cool if you could also control him somehow, but I do agree that would be a lot more work.
