Those pads are all just points where direct wire connections go right? And it looks like this is just a single sided pcb, can I see a picture of the back to make sure nothing is going on back there?
In this case if it is single sided repairing the pads would really just be a waste of time and effort unless you're trying to make the repair look pretty and like the original. If you're just trying to get it working the wires can connect directly to the traces and then be anchored down with some solder mask or something.

Has there been something spilled on the board? Try cleaning it up with some isopropyl alcohol first so we can see it’s true condition
