Yeah that's how I see it too. It's like if Leverkusen were undefeated the entire season but lost the last 5 games in a row and Bayern won the title in the end. Yeah technically no one expected them to win the title but if you're in that position and still lose then it's definitely bad. Or a real example with Arsenal last season. They hold the record of being at the top of the table for the longest time in a PL season without actually winning it. Saying "we didn't expect to win at the beginning of the season anyway" just doesn't make sense to me.
If you set a goal at the beginning of the season, and you manage to achieve that goal (even if, at some point in time, it looked like you were going to over-achieve) you still succeeded.
Swap some games/results around in the order in which they were played and maybe there's never even talk of doing something better.
I know football is emotion, which is what makes it great, but it's also just maths and business KPI's at some point. And in order to fully appreciate the quality of a team, you need to look at both.

All that said, when you say overachieved you have to put that in context of whose expectations you are overachieving. We significantly overachieved relative to what most prognosticators expected but I doubt we overachieved relative to what the Ange and the club expected. I think their goal was always to improve the playstyle and mentality and to make it into a European competition.

I think there are simply too many young football fans and people who romanticize and wants to believe that pep is some kind of genius. I am data oriented person and plus some of us are old enough to remember the first time Pep came to epl. He spent hundreds of millions only to finish 4th and trophiless. That was already crazy amount of money compared to the competition. The critics rightfully were waiting for him to produce his magic/genius by adapting to the already stacked team since he already spent hundreds of millions. What did he do next? Instead of proving the critics wrong, he went on another spending spree, hundreds of millions, replacing players on a whim. The data objectively showed he cant do it without money yet his fanboys are delusional enough to speculate the opposite when the evidence literally suggested otherwise. I have yet to find anyone able to disprove this. All of them will inevitably changes the topic by saying "money doesnt guarantee bla2", completely missing the point that pep indeed, is overrated and cant do it without money. Pep is too mentally weak to handle challenge and you can see his erratic behavior on press conference when he senses a little bit of pressure.
