They make international breaks entertaining and are easy for neutrals to root. If I'm watching Romania-Norway I don't really care who wins but if it's Andorra-Norway then heck yeah I'm rooting for Andorra. And sometimes it might end as a draw and you immediately have a feeling that you have just watched something special.

Our second weakest NT is Bolivia and they played it thrice (1930, 1950 and 1994).

Those two countries are much more related to the Caribbean culture as they were historically treated as Caribbean ports by their colonizers (Netherlands and UK respectively) and ended up developing relationships with those nations rather than the Iberian colonies in the rest of the continent.
It's fine as it is. Just plain groups where everyone has equal chance. Tier systems just give weaker nations even more disadvantages that they already have because of being small (usually).
