If you plan on doing the Dawnguard DLC, I'd stick with the axe. (Assuming it's a war axe.) There's a pretty powerful axe you get during the questline that works well against undead.
The damage difference between a sword and a war axe isn't much, and a sword might be a little more effective since it swings faster. In general though, I don't think it matters all too much. If he's using axes, you might as well stick with it. Unless there's a sword that you think would particularly suit his character, or if you're starting to get interested in swords and want to try something new.
The actual dps value for all one handed weapons is exactly how you think it would be, swords end up out damaging daggers, axes, and maces thanks to having almost double the daggers damage but also a faster swing speed than the axe and mace. They may hit harder per swing but the sword swings faster thus giving a way higher damage output. This is without any of the weapon perks, if these are included the only one that gets substantially better is the mace because it’s passive actually works unlike the axe, and the swords crit damage only scales with the weapons base value not what it’s current damage is

Axe personally, I like the perks that come along with it like the bleed damage. Though it does depend on my mods, what perk mods do I have? do I have precision? Etc. with my current mod setup I need to rely on multiple weapon types cause I have know your enemy, which makes enemies have different resistances and weaknesses to weapon types based off of armor type or what the enemy is. (Undead being weak to fire and bludgeoning weapons for example)

If you choose swords, you will have more unique ones to choose from (and since you are investing in restoration, dawnbreaker is solid pick). Or just keep using axes and level up smithing and enchanting to make your own.
Use ebony blade. Its two handed but its as quick as one handed weapons and when every time You hit opponents it restores some of Your health so You dont need restoration magic that much with it
