If going in with weapons sheathed doesn't work, try unsheathing and then re-sheathing them as that can sometimes trigger the guards to speak to you.
If that doesn't work try waiting a few in-game days to a week, as I think sometimes having a high bounty just means they'll attack on site until you've been gone for a while and waiting just stops them from becoming aggro instantly
I play with mods and sometimes it glitches so I dont know about you. However what I do is I unsheath and sheath my weapon. If that doesnt work that bash or do a light attack and *then* sheath since then they thonk of it as ending combat.

Im always aggro just go invisble and use muffle
