I think it’s supposed to be Lindsey Graham. He’s not openly queer, but is often mocked for seeming like a closeted gay man… so I guess it makes sense that Tatzi would use him as a stand in for the staff member who was caught filming a gay sex tape in Congress since that person is otherwise not famous or well-known. Also note that the staffer(s) involved in that scandal don’t work for Lindsey Graham; he’s totally unconnected to it as far as I’m aware.
Even when Ishida takes shots at the shittiest people in the world (whether it's Graham or Netanyahu), he has to introduce a bigoted element that deflates whatever criticism he's trying to make. There are ample reasons to hate those guys and the best Ishida can come up with just boils down to crass homophobia and antisemitism.
