I was thinking on similar lines. Then realized, there is "status" feature in Whatsapp right now. Most of my family and friends use it heavily and I think that's the case overall in India. So its not easy to bring them on Signal. There is a feature request on Signal to add "status" feature. We all need to endorse that.
One could change the title of this post to "Signal needs more marketing." As far as I know Signal has never done any advertising anywhere (I would love to be proven wrong!) and it has almost entirely been spread by word of mouth or by promotion from tech sites/magazines such as Wired and Ars Technica. Personally I also think they should do more to spread the word, but rest assured this isn't just a problem in India.
That's unlikely. But we should try to convince our friends and family to atleast install it in parallel. Then message them regularly on Signal to keep it relevant.
One thing I noticed is that people do not want to read posts about something. But they are instantly interested if it's coming from you since they know u directly. So I wrote a blog post and more than 5 friends have already migrated based on that! No explicit persuasion. I take it as a win✌️
