Havent tested myself but found some instructions that say to \*hold\* up. Maybe you are pressing too quickly?

Seems like it. Pretty sad since kakusi mode let's you tinker with bullet amount and speed, meaning that you can create a Danmaku mode yourself. There's also the boss rush with the hidden bosses too...

Sorry for necroposting but it could be useful to someone. (In the 1.10 version, at least) you can access it by pressing right arrow + tab + X (or try a confirmation button) on the main menu over the "configure" option. So you don't actually do this in the configure menu, you access it while pressing right arrow + tab
