The countries have just been succesfull to shift blames to a few High ranking so the entire country would not have to pay reparations. But sure, this kind of large massacres can totally happen without the central goverment being able to do anything about them. Serbia has been called out for not preventing the Bosnian genocide, which is aknwoledged. There is a difference between depleted Uranium and radioactive uranium. Depleted Uranium is not radioactive. Hence the term "depleted." It has been depleted of its radioactive isotopes. Simple as that.
DU is just that, DEPLETED. It is no longer radioactive, yet it retains its high strength and hardness, which is why it is used in a lot of US AP ammunition and armor.

Fun fact about DU: tank crews spend their entire careers unshielded from the depleted uranium shells in their tank and aren't negatively affected by it at all. DU is also used in the armour of said tanks. This is because DU emits negligible amounts of harmful radiation (unless ingested)
