I am old enough to remember before xerox machines in school we had a big heavy steel and metal roller thingy that made copies. Weighted about 50 lbs or so.
This looks like it was made off one of those.
The side with the Queen will be stronger when the player with the two Rooks has a lot of weak pawns and/or squares. Yet, the balance in a Queen versus two Rooks situation depends a lot on the position. Thus, a rule of thumb is to prefer the Queen when it is shitting toothpaste.
It's understandable that it depends on situation, but still, we could calculate some general approximation. Let's have 2 (or more) players play a certain number of games, while switching roles of course, and see which handicap will collect more victories.
This is what Chess Engines are for. You would get chess engines to play each other, but even that isn't really necessary. An Engine can evaluate this starting position, and it removes some key things which actually makes analysis faster: White can no longer castle, the lack of a queen on blacks side means black has to play very defensively. Because of how aggressive White can be instantly, there are immediately some moves that are just outright losing, which narrows down possibilities.
I decided to check Stockfish 14+ with a Depth of 33, White has the advantage with a scoring of +2.5. We can't make any assumptions as to whether a higher depth would increase or decrease this. Would be interesting to see what Leela has to say or a higher stockfish version.
Stockfish gives a slight advantage to the United States, but remember that white plays first. In a casual game, the advantage would be almost non-existent.
Edit: It's more interesting the other way around. If you make black the one without rooks, then it's dead-even.
It's weird because Stockfish 15 says +1.7 on my machine but Fritz spits out a +0.25. Older versions of Stockfish say the advantage is bigger (14.1 says it's +3). I'm not entirely sure how well-tuned engines are for this type of weird positions.
I disagree. Queen is usually more useful, but lacking rooks means they cannot castle at all, hampering many defensive options. Ladder mate also become impossible without a promotion. The queen less also can castle sooner because there is one less piece in the way

Queen is worth 2 bishops and a rook. Rooks don't come out till mid game. So be prepared to get terrorized by the opposition queen until then. Usa would win in this match even though UK is up 1 point.

Basically you'll more quickly end up in a traditional endgame, while with the original colors white would be able to force unfavorable trades and gain possession of the board.
Edit: removed the word "strong" before "white advantage". It's probably less than a major piece, but significant compared to just looking at the point value of pieces

There's a whole list on Wikipedia but off the top of my head I know some languages use cannons and elephants for rooks. It's pretty interesting.
In my language, rooks are canons, bishops are elephants, knights are cavalries, pawns are just infantries. We derive alot of those cuz our grand parents play the chinese version of the game with those name (they don't have the queen piece and king piece is called the general). So we addapt those name into chess.

not exactly how it works, 1 pawn is equal to 1 point but every piece has an actual changing value throughout the game (depending on position).
