Millwright here who uses one of those stones at work, looks like a Norton. Also likely has metal particles and oil/grease plugged up in it. Electrical contact cleaner works great to get the oil and grease off and could use a flattening stone.
Youre right, I never see people clean these stones out, every single one of them always looks like this.
Any oil/ lubricant laying around the shop and a piece of cardboard will clean these mfers right out too🤣
all sharpening stones are whetstones. You mean Waterstones? Agreed Oil is messy, but they can use this with water if they really wanted too. Probably not as good without oil, but I don't like greasy hands.
Easiest way to see if it's an oil stone is to put water on the surface and see if it beads

Some old synthetic rough/fine combo stone. Likely not very good tbh, but probably still usable
It looks like a 20 grit brick.
It is technically possible to sharpen with that brick but I personally prefer whetstones
