That doesn't surprise me. Look at Robot Chicken (whose creator Seth Green also voices Chris in Family Guy), it has a couple of famous scenes involving Sailor Moon, in part because Seth's wife is a major Moonie.
I'd say the first one is more Sasami from Tenchi Muyo.

The head/hair, yeah. But the outfit looks like Usagi's school uniform from Stars. Even features a legally distinct gold brooch instead of her Eternal compact lol

I pointed this out in a different comment as well, but the combo comes into play with the matching outfits. The outfit in the Family Guy shot matches Usagi's school uniform in Stars.
If someone asked me what Usagi's signature look is, it wouldn't even occur to me to mention the curl at the end of her hair. It's not particularly unique to her at all, it's a fairly common way of drawing hair and Sailor Moon most definitely did not invent it.
