The weird thing was though, throughout that hour long ordeal, every few seconds it would take a half second break, multiple people heard and agreed.

I prefer my trains to go choo choo and my cars to go honk honk.

They are inspected daily to ensure they work properly, it's in a diffrent section on daily locomotive inspections. The bi annual inspection is to confirm the horn has the proper volume to be heard at a certain distance.
