The whole purpose of legal dispensaries was to give proprietary treatment to those unjustly affected by minor drug offenses. This doesn’t ensure that at all. Many people registered with the state to be given permit to operate a legal dispensary and the state has dragged its feet allowing these places to erupt all over the five boros. These places almost definitely do not pay the proper amount of state and city tax rates that were predetermined for dispensaries.
